India’s Private Space Race: From ISRO’s Monopoly to a Venture-Backed Industry

Imagine India in the 1960s: a country building basic infrastructure but looking towards the impossible - SPACE. For Vikram Sarabhai, reaching space was not the sole mission to achieve. He always believed that such missions could be used in a better way for every human being on Earth. It could be used for better communication, weather forecasting and everyday needs. His vision led to the creation of INCOSPAR in 1962 and later ISRO in 1969.
Over the years, ISRO developed rockets like PSLV and GSLV and completed major missions such as Mangalyaan to Mars and Chandrayaan-3 to the Moon. For decades, India’s space sector was mainly controlled and developed by the government..
But 2020 changed the picture. India opened the space sector to private companies, giving them an opportunity to build rockets, satellites and space-based services while ISRO continued to focus on its major scientific and national missions. IN-SPACe became a gateway for private participation. The result was a startup explosion. India had just one space startup in 2014; by August 2026, the number had reached around 440.
Liberalised FDI rules allow up to 74% automatic foreign investment in satellite-related activities and 49% in launch vehicles. For a capital-intensive sector requiring years of research and development, access to foreign capital can significantly accelerate growth.
Skyroot Aerospace provides the proof. In 2022, Vikram-S became the first privately developed Indian rocket to launch. Then came the bigger milestone. In July 2026, Vikram-1 reached a 450-km Low Earth Orbit and deployed four payloads.
Government funding is also helping build this ecosystem. The ₹1,000-crore VC Fund, Technology Adoption Fund and Seed Fund Scheme aim to provide capital across different stages. And it is not only startups. India’s commercial space ecosystem is expanding, with NSIL’s revenue rising from ₹321.77 crore to over ₹3,000 crore.
So, how big can this become? India’s space economy is currently around $9 billion, representing roughly 2-3% of the global market. The government’s target is approximately $45 billion within the next decade, with exports becoming an important component.
Globally, SpaceX has demonstrated the power of private launch services, while China and other emerging players are expanding across launch vehicles, satellite manufacturing, Earth observation and communications.
Despite the huge potential, the sector still faces several challenges such as regulatory bottlenecks, insurance and liability frameworks, huge capital requirements, long development cycles and intense global competition.
The future may not be ISRO vs startups. It could be ISRO + startups + investors + universities + large companies.
ISRO helped India reach space. Now, the private sector could help turn space into an industry.
